Why there is no safe level
The pigment a tan is made of is produced in response to DNA damage in the skin — melanin is the repair signal, not a shield that arrives beforehand. That is why the question has no threshold answer: any dose strong enough to tan is, by definition, strong enough to damage. The erythemal threshold this site calculates is where damage becomes visible, and the biology does not wait for it.
It is also why the answer cannot be a single UV number for anybody, in either direction. The spread between type I and type VI is a factor of three — at UV 8, the difference between 17 min and 50 min — but it is a spread in speed, not in kind.

Is a lower UV index safer than a higher one?
Slower, not safer. The dose your skin receives is UV × time, so an afternoon at UV 3 can deliver more energy than twenty minutes at UV 8. A lower index buys time before the first redness; it does not change what the radiation does to skin.
Can you tan safely at a high UV index with sunscreen?
Sunscreen slows the dose, it does not cancel it. At UV 8, the two-hour reapplication rule and the amount people actually apply — about a quarter of the tested dose — matter far more than the SPF number, and no sunscreen filters 100% of UV.
